You should be able to find out what the laws are pertaining to written estimates in your state, and what the limits in small claims court are. You don't need a lawyer for small claims court. If the rules over written estimates are cut and dry, and your written estimate includes the frame/subframe, then get whatever portion of the money you paid him back through small claims. And get your work finished elsewhere.
